HPRP programs provide homeless prevention and housing stabilization services and financial assistance to low-income individuals and families who are at risk of losing their housing.

Financial assistance includes short term (1-3 months) and medium term (4-18 months) rental subsidies, rental arrears, security deposits, utility deposits, utility payments, and moving cost assistance. Housing stabilization services include case management, outreach and engagement, eligibility assessment, housing search and placement, legal services, and credit repair.

American Recovery and Reinvestment Act of 2009 (ARRA)
Over the next three years, the Human Services Agency will receive and administer several new sources of federal funding through the economic stimulus legislation adopted by Congress in February 2009. These include:
- An estimated $28 million in funding through the TANF Emergency Contingency Fund (ECF) to create subsidized employment opportunities and provide enhanced benefits for CalWORKs and other low-income families. - $8.7 million in funding for a new Homeless Prevention and Rapid Rehousing Program (HPRP), which will provide outreach and assessment, rental assistance, housing subsidies, case management, housing stabilization and legal services to households at risk of homelessness, as well as rapid rehousing assistance for households who are homeless as defined by the McKinney-Vento Homeless Assistance Act.
- $30 million in increased Federal Medical Assistance Percentage (FMAP) funds to offset local General Fund costs in the In-Home Supportive Services Program.
- $4.5 million in increased Federal Medical Assistance Percentage (FMAP) funds to offset local General Fund costs in the Child Welfare Services Program.
- $284,780 to offset local General Fund costs for senior nutrition programs.
